Finance Manager (Regional)

Job Description

We are seeking a dynamic and experienced Finance Manager to join our team in Singapore. The ideal candidate will play a crucial role in overseeing and managing financial operations, procurement activities, and ensuring compliance with statutory regulatory requirements and company policies/guidelines. This position will cover several locations, Singapore, Shanghai and United States.

Key Responsibilities

  • Financial Management:
    • Responsible for consolidating financial statements from all subsidiaries to create a comprehensive financial report for the company. 
    • Monitor cash flow, financial performance, and prepare regular financial statements and reports for management review.
    • Develop and manage financial strategies, budgets, and forecasts aligned with organizational goals.
    • Oversee day-to-day financial operations, including accounts payable/receivable, and financial reporting.
    • Ensure compliance with local financial regulations and tax requirements.
  • Procurement:
    • Develop and implement procurement strategies and policies that optimize purchasing processes and minimize costs.
    • Manage vendor relationships and negotiate contracts to ensure favourable terms and conditions.
    • Oversee procurement activities for laboratory supplies, equipment, and services, ensuring timely delivery and quality standards.
  • Compliance:
    • Ensure compliance with statutory regulatory requirements, industry standards, and internal policies related to financial practices, procurement processes, and data protection.
    • Conduct regular audits and assessments to identify compliance risks and implement corrective actions as needed.
    • Serve as the point of contact for external audits and regulatory inspections.

Qualifications:

  • Bachelor’s degree in Finance, Accounting, or a related field; Professional certification (e.g., CPA, CFA) preferred.
  • At least 3-5 years of relevant working experience handling full-set account 
  • Proven experience in financial management, procurement, and compliance; Experience in Biotechnology industry is a plus.
  • Strong understanding of Singapore and international financial regulations, tax laws, and compliance requirements.
  • Excellent leadership and interpersonal skills, with the ability to effectively communicate and collaborate across departments and with external stakeholders.
  • Strategic thinker with a track record of developing and implementing successful financial and procurement strategies.

Additional Requirements:

  • Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
  • Strong analytical and problem-solving skills with a keen attention to detail.
  • Proficient and advanced MS Excel skills.
  • Fluency in English; proficiency in Mandarin or other languages is a plus.
